Preparations Underway For Major Modernisation Projects At Loviisa Nuclear Power Plant

In 2025, Loviisa Nuclear Power Plant generated a total of 7.9 terawatt-hours of electricity. The plant's electricity production accounts for approximately 10% of the electricity consumed in Finland, which is nearly equivalent to the electricity consumption of the entire Helsinki metropolitan area. Loviisa 1 produced 4.0 TWh with an availability of 89.9%, while Loviisa 2 produced 3.9 TWh with an availability of 88.8%. The overall availability of the plant was 89.4%.

“Production and availability were at a good level, although we fell slightly short of our target. Extended annual outages and a few unplanned power reductions during the year lowered our output,” says Sasu Valkamo, Senior Vice President of Loviisa power plant.

Unit 1’s power was temporarily reduced in July–August due to high seawater temperatures. In addition, the plant experienced three short-term power reductions caused by technical faults during the year.

“Last year, we continued the introduction of western nuclear fuel at Loviisa Nuclear Power Plant. During the annual outage, we loaded the second batch of fuel supplied by Westinghouse into Unit 2,” Valkamo adds.

Several modernisation projects to begin in 2026
Loviisa Nuclear Power Plant is implementing an investment program aimed at ensuring safe and reliable electricity production well into the future. The plant has an operating license granted by the Finnish Government until 2050, which brings the total investment need to approximately one billion euros.

“Several projects under the investment program will start during the extensive annual outage in 2026. These include modernisation of low-pressure turbines, renewal of turbine automation, and replacement of main seawater pumps and motors,” says Valkamo.

Each investment project will be assessed and decided separately. Fortum’s goal is to continue operating the plant until 2050.

Fortum is Loviisa’s largest private employer
Loviisa Nuclear Power Plant is a major employer in the Loviisa region. In addition to approximately 580 Fortum employees, nearly 100 employees from other companies work at the plant site daily. Around 650 contractor employees participated in annual outages alongside Fortum’s own staff. The plant also employed about 100 summer trainees and other temporary workers during the outages. Fortum’s investments in the Loviisa plant amounted approximately EUR 70 million (2024: about EUR 50 million).
